The office complex is conceived as a composed civic ensemble of two equal-height towers—one for a state institution, the other for a major extractive company—united by a shared public base. Rather than separating corporate and governmental presences, the project uses a clear and legible structure: distinct vertical domains above, and a common urban platform below.
A raised public stylobate, lifted one level above grade, becomes the project’s key urban move. By freeing the ground plane, it forms a sheltered, permeable space beneath—an extension of the city’s “third place” network with year-round usability. The elevated base hosts public-facing functions and creates an active promenade, while the undercroft supports informal meetings, events, and everyday passage. Circulation is organized to keep secure entries efficient and independent, while maintaining openness and continuity across the public realm.
